Tuesday
· The Trefnydd informed Business Managers that the Minister for Environment, Energy and Rural Affairs will answer questions on behalf of the First Minister today, as he will be absent from the early part of Plenary
· The Government has tabled a motion to suspend Standing Orders to allow a debate on “EU Withdrawal Negotiations” to take place as the last item of business in Plenary today. An almost identical motion has been tabled in the Scottish Parliaments and there will be a 90 minute debate and vote which take place as simultaneously as possible with the Scottish Parliament. That debate will be live streamed in certain parts of the Senedd. The Llywydd informed Business Managers that the deadline for tabling amendments would be 1.30pm today.
· The Government has postponed the following statements until 12 March 2019 to accommodate the debate:
- Statement by the Minister for Economy and Transport: Apprenticeships: Investing in Skills for the Future (45 mins)
- Statement by the Minister for Environment, Energy and Rural Affairs: Flood and Coastal Erosion Risk Management (45 mins)
· Voting Time will take place after the last item of business.
Wednesday
· Voting Time will take place before the short debate.
Business Committee noted the 3 Week Timetable of Government Business which was amended to reflect the items rescheduled from Tuesday 5 March. Hard copies of the updated version were shared with Business Managers.
3 Week Timetable of Assembly Business
Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:
Wednesday 27 March 2019 –
· Member Debate under Standing Order 11.21(iv) (60 mins)
·
Time allocated to the Welsh Conservatives (60 mins)
·
Time allocated to the United Kingdom Independence Party (60
mins)
Business Managers agreed in principle to refer the Bill to the Children, Young People and Education Committee to consider its general principles, and to write to the committee to consult on the proposed timetable.
Business Managers agreed not to refer the sLCM to a committee for further scrutiny, given the Bill’s tight Parliamentary timeline in Westminster, but noted that the Health and Social Care Committee may consider it at their meeting on Thursday. Business Managers noted that the Plenary debate for the sLCM is scheduled for 12 March.
Business Managers agreed to a request from the Trefnydd to defer any discussion to 19 March to allow further consideration by the Labour group.
